Final Paper Submissions
Authors of full and exploratory papers should revise their manuscripts in response to reviewers’ comments, format following the IEEE template, check them for compatibility using PDF express, upload the final papers at the ISTAS 2009 submission website for inclusion in the proceedings, and register for the conference as described below. Panel session participants and oral presenters without papers in the proceedings do not need to submit anything but should be sure to register for the conference.
Full papers: approximately 5000 words Exploratory papers: 1000 to 2000 words Abstracts: full panels (600 words) or projects and ideas (300 words)

Publication outcomes
The ISTAS ‘09 proceedings (full and exploratory papers) will be published (in CD format and online in the IEEE Xplore electronic library). Selected authors will be invited to submit manuscripts for consideration by the editors of a special issue of IEEE SSIT's award winning, peer-reviewed Technology and Society Magazine.
Student awards
There will be awards for the best student papers. To be eligible, the author must be a matriculted graduate or undergraduate student at the time of paper submission, and there must not be a faculty co-author.

ISTAS 2009 has been registered for use of IEEE PDF eXpress™
The new IEEE Xplore® Requirements for PDF will be enforced as of 2009. All ISTAS conference papers submitted for inclusion in the ISTAS Proceedings must adhere to the IEEE Xplore PDF specification for compatibility.
IEEE PDF eXpress is a free service to IEEE conferences, allowing their authors to make IEEE Xplore-compatible PDFs (Conversion function) or to check PDFs that authors have made themselves for IEEE Xplore compatibility (PDF Check function).
Steps for submission:
1. Create your manuscript following the template.
2. Proofread and check layout of manuscript (it is highly recommended that you do this BEFORE going to IEEE PDF eXpress.) 3. Create IEEE PDF eXpress account (see "Procedure" below) 4. Upload source file(s) for Conversion; and/or PDF(s) for Checking 5. Use IEEE PDF eXpress to attain IEEE Xplore-compatible PDF(s). The site contains extensive instructions, resources, helpful hints, and access to technical support. 6. Submit final, IEEE Xplore-compatible PDF and copyright form to ISTAS 2009. Please note: Uploading a paper to IEEE PDF Express is not the same as submitting the paper to the symposium. You will still need to submit the checked PDF by the normal means (http://www.easychair.org).

2. For each conference paper, click "Create New Title";.
3. Enter identifying text for the paper (title is recommended but not required)
4. Click "Submit PDF for Checking" or "Submit Source Files for Conversion"
5. Indicate platform, source file type (if applicable), click Browse and navigate to file, and click "Upload File". You will receive online and email confirmation of successful upload
6. You will receive an email with your Checked PDF or IEEE PDF eXpress-converted PDF attached. If you submitted a PDF for Checking, the email will show if your file passed or failed.

IEEE PDF eXpress converts the following file types to PDF:Rich Text Format, Freelance, (La)TeX (DVI and all support files required)*, PageMaker, FrameMaker, QuarkXpress*, Word Pro, Microsoft Word, WordPerfect. *For documents created in formats that do not embed source files, include all support files with the final manuscript in a folder. Put this folder in a compressed archive for submission. If it is possible to embed images in the source document, you should do so to avoid potential issues, such as missing graphics.
IMPORTANT: A DVI (DeVice Independent file) is required for LaTeX conversions, in addition to all associated image files. Make sure that your LaTeX system can output a DVI, otherwise it cannot be converted. Be sure also to check that your images are properly referenced, and that DVI can handle the image file types used (DVI does not handle some newer image types, such as *.png).
7. Submit your final, formatted, compatibility-checked paper at our submission site (https://www.easychair.org/login.cgi?conf=istas09). Use your EasyChair user name and password to log in and upload your materials.
8. Download an IEEE copyright form. Submit a scan of the completed and signed copyright form to Clinton Andrews by email or mail it to him at: Clinton Andrews, Bloustein School, Rutgers University, 33 Livingston Ave #302, New Brusnwick, NJ 08901, USA.
9. Register for the conference, otherwise your paper will be removed from the proceedings.
